How the national average is calculated
All values come from Kolada (municipal level) as an unweighted mean across Sweden's municipalities. Aggregate rows (Riket, typkommun groupings) are filtered out.
Different denominators per row: pupil-based KPIs (andel-elever-kulturskola, avgift-kulturskola, flickor-kulturskola, antal-elever-kulturskola) are computed only over municipalities that report enrolled pupils, so municipalities without an arts school are absent from those means. kostnad-kulturskola, on the other hand, is SEK per inhabitant and is reported by all 290 municipalities — that average therefore includes municipalities that don't operate an arts school of their own.

What is the municipal arts school (kulturskola)?
Kulturskola is a voluntary municipal programme where children aged 6-19 can take courses in music, dance, drama, visual arts and other creative subjects. It is not mandatory and not all municipalities offer it; those that do vary widely in scope and fees.
Why are boys underrepresented?
Kulturskola has been girl-dominated for decades. Reasons are complex but include that some courses (dance, vocals) traditionally attract more girls and that boys more often choose sports as a leisure activity. Some municipalities actively work to broaden the appeal.
Is kulturskola free?
It varies — some municipalities are entirely fee-free, others charge 200-1,000 SEK per term. The fee can be a barrier for low-income families and matters for participation rates.
Unweighted or weighted mean?
Unweighted municipal mean — every municipality contributes one value regardless of population. Differs from a child-weighted national figure but better reflects the average municipality.
