Source and licence terms for data
Terms vary by source and field. Skolkoll grants no blanket sublicence to third-party data.
Status and scope
The former blanket CC BY 4.0 statement does not apply to the entire data catalogue. Source data remains subject to each rights holder’s terms. Skolkoll’s own processing may only be used under an express licence for the relevant delivery.
Legal-owner approval: approved 2026-09-07. The matrix governs what each delivery permits.

Key attribution rules
- Skolverket: identify Skolverket as the origin of unchanged source records and label derived measures as Skolkoll processing.
- Statistics Sweden (SCB): CC0 requires no attribution. SCB says not to identify SCB as the source after your own processing and to name another authority when its API identifies one.
- Kolada: state “Source: Kolada” when unchanged data is used in a service. Kolada must not be identified as the source after your own processing.

Structured data (JSON-LD)
The machine-readable metadata on our pages follows the same matrix as the text above. The distinction between the two fields is deliberate:
licenseis set only on Skolkoll's own compilations, where it points at our data-licence notice (the canonical URI is the Swedish /data-licens/; this page is its English rendering). On a node describing an authority's dataset,licenseis set only when that source meets all three conditions in the table above: verified terms, a machine-readable licence URI, and established rights to pass the data on.usageInfopoints at the same notice from every source node. It is a pointer to the terms, not a licence grant: Skolkoll does not claim to license the data of Skolverket, Kolada, Statistics Sweden or the OECD.
An automated test reads every Dataset and DataCatalog node in the source tree and fails the build if a node states a licence the matrix does not grant, or credits a rights holder that is not in the table above.
