Skolpengsutredningen (the school voucher inquiry, SOU 2020:28) examined whether equal conditions exist between municipal and independent schools. The inquiry found that municipalities bear additional costs that independent schools do not, such as the obligation to always offer all students a school place.
Proposals
The inquiry proposed, among other things, a deduction from the school voucher paid to independent schools to account for municipalities' additional costs. The proposals have been vigorously debated and have partly led to legislative changes.
