The principle of public access (offentlighetsprincipen) is a constitutionally protected principle in the Freedom of the Press Act (1949:105) giving the public the right to access documents held by authorities and municipalities. In the school context, this means that documents in municipal schools — grade records, staffing plans, budgets — are in principle public.
Independent schools
Independent schools are not subject to the principle of public access in the same way, which has been criticised from a transparency perspective. Since 2023, however, independent schools are required to provide certain information comparable to that of municipal schools.
