Goal- and result-based governance (Mål- och resultatstyrning)

The governance model where the state sets goals and schools decide how to achieve them. Results are monitored and evaluated.

Mål- och resultatstyrning (goal- and result-based governance) is the governance model that the Swedish school system has been built on since the 1990s. The state defines what students should learn (goals in curricula), but schools decide how to achieve those goals.

Follow-up

Results are monitored through national tests, grade statistics, inspections, and quality reviews. If a school fails to meet the goals, it must take corrective action. The model gives great freedom to teachers and schools but requires systematic follow-up.
