Sweden's 290 municipalities bear the primary responsibility for providing schooling to all children and young people residing in the municipality. The municipality is the school provider (huvudman) for municipal schools and funds both municipal and independent schools via the school voucher (skolpeng).
Responsibilities
The municipality is responsible for enforcing compulsory schooling, needs-based resource allocation, student health services, school transport, and ensuring that all children have a school placement. The municipality also serves as the supervisory authority for preschools (Skolinspektionen inspects compulsory and upper-secondary schools).
