Home municipality (Hemkommun)

The municipality where the pupil is registered. The home municipality is responsible for compulsory schooling and pays the school voucher.

The home municipality (hemkommun) is the municipality where the pupil is registered. It is the home municipality that is responsible for ensuring the pupil fulfils compulsory schooling and that pays the school voucher — regardless of whether the pupil chooses a school in the home municipality or in another municipality.

Inter-municipal compensation

If a pupil chooses a school in another municipality, the home municipality pays an inter-municipal compensation to the receiving municipality. The amount should correspond to the home municipality's average cost per pupil.
