Discretionary quota (Fri kvot)

An admissions category where a share of places are allocated through lottery or criteria other than grades.

Fri kvot (discretionary quota) is an admissions category for upper secondary school where a share of places can be allocated on grounds other than grades. This applies, for example, to recently arrived students who have not had time to receive complete grades, or students who for medical reasons have had difficulty performing.

Application

The discretionary quota is handled by the municipality and decided on a case-by-case basis. The student must be able to show that their grade record does not reflect their actual knowledge. It serves as an important safety valve in the admissions system.
