Switch to pupils-per-teacher and the picture changes again. The municipality that 'wins' one ranking can end up at the bottom of the next. That should make us sceptical — but it rarely does.

Which municipality has the best schools?

Municipality rankings are popular in the media, but the answer depends entirely on what you measure. This interactive ranking lets you switch metric and see how the positions change.

Choose merit value and the top municipalities are affluent suburban municipalities like Danderyd, Lidingo and Lomma. Switch to teacher certification and smaller municipalities with strong municipal schools climb. Switch to pupils-per-teacher and rural municipalities with small classes end up at the top.

The point is not that rankings are meaningless — they provide a starting point for comparison. But they are dangerous if taken as absolute truths. A municipality 'ranked best' in merit value can have among the country's worst teacher certification, and a municipality at the bottom of the merit value ranking can have the most satisfied pupils in the country.

For parents considering a move, it is more meaningful to look at individual schools in the municipality than at the municipality's aggregate ranking. The variation within a municipality is often greater than the variation between municipalities.
