Some municipalities have too few schools relative to the number of pupils. The map colours each municipality by an establishment need index — red municipalities have high pupil pressure per school compared to the national average, green ones have ample capacity. Filter by school type to see where primary or upper secondary schools are lacking.

Where are new schools needed in Sweden?

Municipal school capacity varies enormously. While some municipalities have a reasonable number of pupils per school, others have pupil pressure far exceeding the national average.

The establishment need index is calculated as the ratio between the municipality's pupils-per-school and the national median. Municipalities with a ratio above 1.5 are considered to have high establishment need.

The pattern differs sharply between primary and upper secondary schools. In primary education, it is mainly rapidly growing suburban municipalities that show high establishment need. In upper secondary, it is more about rural municipalities where the pupil base is too small for more than one unit.
